Constitution of the North Walsham in Bloom Group - December 1999

The name of this organisation shall be the North Walsham in Bloom Group.

The objectives of the Group are:

• To enhance and improve the visual attraction of the town of North Walsham by encouraging the growth of plants and flowers in gardens.
• To encourage businesses to improve the working environment by the addition of flower displays and sustainable planting in the precincts of their premises.
• To promote communal support for ventures within their local surroundings.
• With the assistance of Local Authorities develop a programme of Public floral display, identifying areas most suited to treatment.
• To support the ideal of a litter free and graffiti free environment.
• To encourage schools to promote the scheme and take an active part wherever possible.
• To enter the 'Anglia in Bloom' competition annually.

Membership shall be open to all people sympathetic to the objectives of the group and prepared to contribute in a practical way.

The Group shall meet at such times as is determined by the Management Committee.

The Annual General Meeting shall be held during the first week of October each year. An extra-ordinary General Meeting may be called by the Management Committee, or, upon request, in writing to the Secretary of not less than five Members.

A quorum for the conduct of the business of the Group shall be five members. The Management Committee will be elected annually at the Annual General Meeting and shall consist of a Chairman, Vice Chairman, Secretary, Treasurer and four further members, one of whom shall be a representative of the Town Council. The Management Committee shall have the power to co-opt additional members should it be desirable.

The Management Committee shall meet monthly when it is considered appropriate.

The Bankers for the Group will be determined by the Management Committee. Signatories for all cheques shall be any two of either the Treasurer, the Chairman or the Secretary.

The Group may be dissolved by a resolution of two thirds of those present at a meeting held solely for this purpose, all members being notified of such a meeting at least 21 days beforehand. All assets will be given to the Town Council for the sole purpose of providing plants for display in the town.
